Shed & garage rules in Australia

Whether a shed or garage needs approval comes down to its size, height and position, your state, and two separate systems: planning (land-use) approval and building (structural) approval. Small sheds are often exempt from one or both, but the thresholds differ in every state and territory. Constraints like heritage, flood and bushfire can cancel the exemption entirely.

The short version

  • Most states let you build a small shed with no planning approval, but the exempt size cap ranges from about 10 m² to 20 m² (far larger on rural land).
  • Planning approval and building approval are separate: a shed can be exempt from one and still need the other.
  • Boundary setbacks matter as much as size, typically 900 mm to 1.5 m in the suburbs and several metres on rural blocks.
  • Rural-zoned land almost always gets a much bigger exempt allowance than a suburban block.
  • Heritage, flood and bushfire overlays can remove the exemption and force a full application anywhere in the country.

Frameworks differ across Australia. Pick your state for the size limits, setbacks, approval pathway and FAQs — then check your address for overlays.

A detached shed or garage can be built with no council approval as 'exempt development' if it stays within the size, height and setback limits in the Codes SEPP. Go over them and you'll need a fast-track Complying Development Certificate (CDC) or a full development application (DA).

VictoriaDepends on your lot

A freestanding shed of 10 m² or less and up to 3 m high needs no building permit, and in a standard residential zone with no overlays no planning permit either. Anything bigger needs a building permit, and an overlay can trigger a planning permit at any size.

A small Class 10a shed (up to 10 m² total, 2.4 m high) can be built as 'accepted development' with no building approval. Most real-world sheds and garages are bigger, so they need building approval from a private building certifier, but usually not a town-planning application.

A detached outbuilding of 15 m² or less (10 m² in heritage/conservation zones), no more than 2.5 m high with no span over 3 m, is exempt development in most of SA — no planning or building approval. Bigger sheds need development approval.

A single prefabricated shed of 10 m² or less and up to 2.4 m high needs no building permit. Bigger outbuildings need a building permit, but avoid planning (development) approval if they meet the R-Codes 'deemed-to-comply' outbuilding rules — behind the street setback and within the size, wall-height and setback limits.

Many sheds are 'low risk work' in Tasmania — no building permit, you just notify council on completion. The threshold is about 18 m² for a built-on-site shed and up to 36 m² for an engineered or prefabricated kit shed. Planning rules and overlays still apply separately.

Australian Capital TerritoryDepends on your lot

A Class 10a shed can be 'exempt development' — no development application (DA) — if it's within the size, height and siting limits (up to 20 m² in residential zones, more in rural zones). But in the ACT you still need a separate building approval for most sheds.

A small freestanding storage shed (roof area under 15 m², floor area under 30 m², under 2.5 m high, no services) can be built without a building permit in a residential area. Carports are never exempt — they always need building approval — and larger sheds need a permit inside building control areas.

Frequently asked questions

How big a shed can I build in NSW without council approval?

Up to 20 m² floor area in residential and most other zones, or up to 50 m² in rural zones (RU1–RU4, RU6, R5), provided it's no higher than 3 m, behind the building line and meets the boundary setbacks. Anything larger needs a CDC or DA.

What size shed can I build without a permit in Victoria?

A freestanding shed of 10 m² or less and no more than 3 m high generally needs no building permit. Above 10 m² (or of heavier construction) you need a building permit, even if you don't need a planning permit.

Do I need building approval for a shed in Queensland?

Not if it's a Class 10a shed no bigger than 10 m² total, up to 2.4 m high, with no side over 5 m and sited to the QDC setbacks. Bigger or taller sheds and garages need building approval from a private building certifier.

Do I need a permit for a shed in WA?

A prefabricated shed of 10 m² or less and up to 2.4 m high needs no building permit. Bigger sheds need a building permit, and need planning approval only if they exceed the R-Codes outbuilding limits.

Do I need council approval for a shed in South Australia?

Not if it's a detached shed of 15 m² or less (10 m² in heritage/conservation zones), no more than 2.5 m high with no span over 3 m, and behind the building line. Larger sheds need development approval.

What size shed can I build without a permit in Tasmania?

Roughly 18 m² for a shed built on site, or up to 36 m² for an engineered or prefabricated kit shed — classed as 'low risk work' with no building permit. You just notify council on completion.
