Each council in NSW has its own Local Environmental Plan. The lists on these pages come from that LEP — not a single statewide table.
R2 in Parramatta is not the same list as R2 in Blacktown. Pick the council that applies to the land. Some sites also sit under a precinct plan — search your address to see which rules apply.
Some state-level housing and precinct policies sit above council rules and can override them — those aren’t included here.
A council’s LEP can also grant extra permitted uses of its own on top of the standard list — those aren’t included here either.

Can I treat an unlisted use as prohibited?
No. Some zones have a catch-all; others do not, and then the table simply does not answer. Only a use listed as prohibited is banned in that zone.
